How to successfully import Compressed Natural Gas (CNG) equipment into Nigeria

A detailed guide on SONCAP compliance for importation of CNG equipment into Nigeria.

As Nigeria continues to diversify its energy mix and prioritize cleaner, more sustainable fuels, Compressed Natural Gas (CNG) has emerged as a viable alternative energy source. Importers and stakeholders involved in the CNG value chain must understand and comply with the regulatory requirements for importing pressure-related equipment into the country. This article outlines the most recent certification process as mandated by the Standards Organization of Nigeria Conformity Assessment Programme (SONCAP).

The SONCAP framework provides clear guidelines for importing components, devices, and equipment used in the handling, storage, and distribution of pressurized materials, including CNG. These mechanical components may include but are not limited to:

  • Seamless steel, aluminum, and composite gas cylinders
  • Cylinder valves and regulators
  • Conversion kits and compressors
  • Motor vehicles and generators adapted for CNG use
  • Other related pressure equipment

Cotecna is authorized by SON under the SONCAP programme to test, inspect and Certify CNG and other regulated products. To acquire a certificate of conformity the following steps need to be followed:

Certification Process Overview

1. Product Certification (PC)

To import mechanical components for CNG, importers must go through what Cotecna calls Route X of the SONCAP scheme, which includes:

  • Factory Audit & Product Testing conducted by Cotecna
  • Submission of the audit report to SON for approval
  • Issuance of a Product Certificate valid for 2 years for CNG equipment

Fees:

  • Manufacturer Audit: $10,000
  • PC Issuance: $5,000
  • Additional Line Items: $1,000

2. Shipment Certification (SC)

Every shipment must undergo inspection:

  • Factory inspections during production and post-production
  • 100% pre-shipment supervision, with pictorial/video evidence and container sealing
  • Issuance of a Shipment Certificate after approval

Fee:

Shipment Certificate: $1,000 per shipment

Importation of Large Pressure Equipment (Above 500L)

For equipment such as CNG storage vessels exceeding 500 liters:

  • A local certification process is required after installation
  • Certification includes inspections by COREN-registered Mechanical Engineers
  • Final Certificate of Conformity is valid for 5 years

Fees:

  • Inspection: $3,000
  • PC Issuance: $2,000
  • Additional Line Item: $1,000
  • Shipment Certificate: $1,000

Conclusion

Compliance with SONCAP is crucial for the legal and safe importation of CNG equipment into Nigeria. Cotecna, as an authorized inspection and certification body, plays a key role in the audit, verification, and shipment certification process. Stakeholders are advised to plan certification timelines carefully and ensure full alignment with regulatory standards.
