Understanding the End-User Certificate and Its Role in the SONCAP Programme

How the End-User Certificate Supports SONCAP Compliance.

Navigating Nigeria’s import regulations can be complex, especially when dealing with products that are considered controlled or sensitive. Two critical regulatory requirements often encountered together are the End-User Certificate (EUC) and the Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP). While each serves a distinct purpose — one related to national security and the other to product quality — both are essential in ensuring compliant and secure trade.

As a leading Certification Body, Cotecna plays a central role in this process by issuing the necessary Product Certificate (PC) that supports SONCAP requirements.

What Is the End-User Certificate (EUC)?

The End-User Certificate is a pre-requisite document issued by the Office of the National Security Adviser (ONSA) in Nigeria. It is mandatory for certain controlled products before a Form M (mandatory for importation into Nigeria) can be opened.

The certificate is essentially an official declaration by the importer that:

  • The imported goods are solely for lawful use within Nigeria.
  • The products will not be re-exported or transferred to any other entity or country without prior consent from the Nigerian authorities.

It ensures that sensitive or potentially dual-use items are not misused or diverted and that they align with Nigeria’s national security policies.

Why It Matters for Importers

For products that fall under both SONCAP regulations and the End-User Certificate requirement, the process must be synchronized. Importers will need to obtain:

These two documents are required before a Form M can be processed. Without them, importers risk serious delays, penalties, or even a refusal to clear goods at Nigerian ports.

How Cotecna Supports the SONCAP Certification Process

Cotecna is an approved and accredited Certification Body for the SONCAP Programme. Our role is to help importers comply with the Standards Organisation of Nigeria’s quality and safety requirements by issuing:

  • Product Certificates (PC)
  • SONCAP Certificates (SC)

These certificates confirm that your goods conform to the applicable Nigerian Industrial Standards (NIS) and have passed the necessary evaluation and testing procedures. When coordinated with an EUC, our certification ensures a seamless clearance process and reduces the risk of costly demurrage or regulatory issues.

Harmonizing Security and Quality Controls

The End-User Certificate and the SONCAP Programme serve complementary roles:

  • 🔐 EUC – Ensures national security and proper use of sensitive items
  • ✅ SONCAP – Ensures product quality, safety, and conformity to Nigerian standards

By addressing both security and quality, these two systems provide a robust framework that protects Nigerian consumers and strengthens the country’s trade infrastructure.

Avoid Delays — Start Early

Importers are strongly advised to start the EUC and SONCAP processes early to avoid shipment delays, storage fees, and possible non-compliance.
